Key issues:

· Link new housing development to the economic and social growth of the city centre e.g. more family housing
· Locate new houses in mixed developments with employment and leisure, with access to transport links and consideration of the local environment
· Provide a mix of private sector and affordable housing, including all forms of housing tenure to meet the demands of the housing market e.g. rented, shared ownership, key worker, low cost home ownership etc.
· Re-use empty commercial / public / domestic properties
· Provide housing for residents with special requirements e.g. frailty, disabilities, cultural needs, younger residents with support needs, substance misusers, and vulnerable homeless
· All social housing up to Decent Homes standard by 2010
· Better standard houses in multiple occupation (HMO’s)
· Increased energy efficiency in homes, particularly the 32% in fuel poverty
· Less casualties from home fires or accident


Project proposals (GHURC site if known):

· “Living over the shop” scheme (throughout city centre)
· Improve private sector housing in Wellington Street and elsewhere
· Purchase HMO’s and convert into family housing within URC area
· New night shelter including high support housing, and move-on accommodation for very vulnerable. Within easy reach of the day centre within URC area.
· YMCA Foyer scheme, possibly The Fleece Hotel
· Extra Care Village on St Oswalds site, including accommodation and Resource Centre for Chinese Elders
· Extra pitches for Gypsies, Travellers and Show people - Naas Lane
· Use of Council buildings to provide temporary accommodation for vulnerable homeless families and care leavers to avoid use of B&B located by Gloucester Park
· Secure funding for new and more appropriate accommodation for very vulnerable single people, and seek alternative use of existing premises by Gloucester Park
· Currently negotiating affordable housing provision on 7 sites within the URC area.
· Ensure all new build affordable housing is built to Housing Corporation Eco level 3 standard or above.
· Require that at least 15% of new homes are built to Lifetime Homes standards


Service delivery changes:

· Regular inspection of private housing including houses in multiple occupation
· Tackle bad landlords, including tidying up properties
· Expand landlords forum as part of the above approach
